{"id":438,"date":"2013-09-26T14:11:34","date_gmt":"2013-09-26T13:11:34","guid":{"rendered":"https:\/\/blogs.ncl.ac.uk\/ceser\/?p=438"},"modified":"2013-09-26T14:11:34","modified_gmt":"2013-09-26T13:11:34","slug":"commonspac-report-on-dcms-broadband-rollout-highlight-need-for-ibuild-infrastructure-research","status":"publish","type":"post","link":"https:\/\/blogs.ncl.ac.uk\/ceser\/2013\/09\/26\/commonspac-report-on-dcms-broadband-rollout-highlight-need-for-ibuild-infrastructure-research\/","title":{"rendered":"@CommonsPAC report on @DCMS #broadband rollout highlight need for #iBUILD #infrastructure research"},"content":{"rendered":"<p><a href=\"https:\/\/blogs.ncl.ac.uk\/ceser\/files\/2013\/09\/pac.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-439\" src=\"https:\/\/blogs.ncl.ac.uk\/ceser\/files\/2013\/09\/pac.jpg\" alt=\"\" width=\"73\" height=\"73\" \/><\/a>Two recent reports by the Public Accounts Committee highlight the important role the CESER led\u00a0<a href=\"http:\/\/www.ibuild.ac.uk\" target=\"_blank\">iBUILD Infrastructure Business Models Research Centre <\/a>has to play in facilitating infrastructure delivery.<\/p>\n<p>The first, on <a href=\"http:\/\/www.publications.parliament.uk\/pa\/cm201314\/cmselect\/cmpubacc\/472\/47202.htm\" target=\"_blank\">Integration across government and Whole-Place Community Budgets <\/a>highlights the benefits of a strong evidence base for greater integration of services &#8211; particularly at the local level. Although disappointing there is no specific mention of infrastructure the message about the importance of integration is clear.\u00a0<\/p>\n<p>The other report, looked at the <a href=\"http:\/\/www.publications.parliament.uk\/pa\/cm201314\/cmselect\/cmpubacc\/474\/47402.htm\" target=\"_blank\">rollout of rural broadband<\/a>, is another example of the limits of current business models for infrastructure.\u00a0 Interestingly in the context of rural broadband, <a href=\"http:\/\/b4rn.org.uk\/\" target=\"_blank\">some communities are really innovating<\/a>\u00a0and exploring alternative approaches to owning and deploying infrastructure.<\/p>\n<p>Until we are able to apply business models that capitalise on the opportunities afforded by interdependencies and delivery of integrated services; capture the wider economic, social and environmental benefits provided by infrastructure; and balance local needs with\u00a0national priorities it seems unlikely that we will deliver good value for money to the nation.\u00a0 <a href=\"http:\/\/www.ibuild.ac.uk\" target=\"_blank\">iBUILD <\/a>has just begun its journey but intends to deliver alternative approaches that address these issues, and work with public, private and third sector partners to encourage their uptake.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Two recent reports by the Public Accounts Committee highlight the important role the CESER led\u00a0iBUILD Infrastructure Business Models Research Centre has to play in facilitating infrastructure delivery.
