My research into previous attempts to improve the reuse of oral history through digital technology revealed that historically little attention has been given to maintaining oral history archives and repositories.<sup data-fn=\"ea9a7275-e7c8-4cd9-8af4-a46bfa3d8615\" class=\"fn\"><a href=\"#ea9a7275-e7c8-4cd9-8af4-a46bfa3d8615\" id=\"ea9a7275-e7c8-4cd9-8af4-a46bfa3d8615-link\">2<\/a><\/sup> However, like the limited reuse of oral histories being a symptom of insufficient maintenance, the scarce maintenance of access to oral histories is also the symptom of other wicked problems. My research focussed primarily on mapping and understanding the various dimensions of the wicked problem of maintaining access to oral histories. <a href=\"https:\/\/blogs.ncl.ac.uk\/hjameslouwerse2\/2022\/12\/12\/ohd_grp_0178-the-maintenance-infrastructure-of-oral-history\/\" data-type=\"post\" data-id=\"2797\">OHD_GRP_0178<\/a><\/strong><\/em><\/p>\n<\/div>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-light-gray-background-color has-background is-vertical is-layout-flex wp-container-core-group-is-layout-4 wp-block-group-is-layout-flex\">\n<p class=\"has-light-gray-background-color has-background\"><em><mark style=\"background-color:#e6e6e6\" class=\"has-inline-color has-medium-gray-color\">wp. 002<\/mark><\/em> The struggle with mapping these wicked problems is how each formulation of the wicked problem of maintaining access to oral history is \u2018essentially unique.\u2019<sup data-fn=\"72641e6e-f3b9-49ae-9fdb-c200af079d79\" class=\"fn\"><a href=\"#72641e6e-f3b9-49ae-9fdb-c200af079d79\" id=\"72641e6e-f3b9-49ae-9fdb-c200af079d79-link\">3<\/a><\/sup> I had to avoid being too specific with these maps as some factors do not universally apply to all organisations with oral history archives or repositories. This is not uncommon in a design process, as &#8216;design is fundamentally concerned with the particular.&#8217;<sup data-fn=\"40a502c7-d15d-4575-9425-60cd939a7923\" class=\"fn\"><a href=\"#40a502c7-d15d-4575-9425-60cd939a7923\" id=\"40a502c7-d15d-4575-9425-60cd939a7923-link\">4<\/a><\/sup> The majority of the outputs I created were specifically tailored to the institutions I was working in as there were several differences. For example, the British Library (established in the 18th century) and the National Trust (founded in the 19th century) have deep-rooted traditions that make adapting to the digital era challenging. In contrast, Archives at NCBS, founded in 2019, emerged in the digital age and is less constrained by analogue custom and practice. The British Library and Archives at NCBS are both archives with oral history collections, while the National Trust is a heritage charity which collects oral histories, but deposits them with the British Library. As a heritage organisation the staff at Seaton Delaval Hall need to manage a wider infrastructure including a cafe, toilets, a garden, a shop, a car park, and a wider voluntary workforce. I recognise all three have space which are open to the public, but unlike at the Hall, the General Manager and the Collections staff at the British Library and Archives at NCBS are not also pointing visitors to the correct parking spots! The Library and the Archives have particular staff to carry out these jobs. In addition, each organisation has different funding streams and staffing structures, all of which will, as I discuss later, contribute to how the access to oral history can be maintained.<\/p>\n\n\n\n<p class=\"has-light-gray-background-color has-background\"><em><mark style=\"background-color:#e6e6e6\" class=\"has-inline-color has-medium-gray-color\">wp. 003<\/mark><\/em> Throughout my design process I was adding and taking away from the wicked problem, fluctuating between the specific and the general. Eventually the wicked problem consisted of four general areas of wickedness, which occurred throughout my placements and oral history project: technology, ethics, labour, and money. They are of course not the only areas that contribute to the wicked problem of maintaining access to oral histories as is proven by two similar talks I gave on the wicked problem of oral history access and reuse.<sup data-fn=\"22308098-30a3-40f7-bdc7-60b6e4ed8fa2\" class=\"fn\"><a href=\"#22308098-30a3-40f7-bdc7-60b6e4ed8fa2\" id=\"22308098-30a3-40f7-bdc7-60b6e4ed8fa2-link\">5<\/a><\/sup> The one was presented in the summer of 2023 and the other was presented in the spring of 2024. After Boyd explained what the tapes were and how they were used, she simply replied &#8216;I just want to click on it to listen.&#8217;<sup data-fn=\"7bd820f4-017a-4317-abf8-30daab21289e\" class=\"fn\"><a href=\"#7bd820f4-017a-4317-abf8-30daab21289e\" id=\"7bd820f4-017a-4317-abf8-30daab21289e-link\">7<\/a><\/sup> This is a useful insight into how developments in technology have affected expectations of access. Where before you had to go to a record shop to buy a CD, cassette, or vinyl; now, nearly all music is available to you via the comfort of your phone. Similarly, in previous decades you had to travel to an archive to access recordings, now oral histories and other archival material are expected to be available online (especially after the Covid-19 pandemic). Digital technologies have created the idea that access to data, information and creative content should be instant, which has also resulted in the structure of oral history repositories moving from shelves to servers.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-group is-vertical is-content-justification-center is-layout-flex wp-container-core-group-is-layout-8 wp-block-group-is-layout-flex\"><div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><a href=\"https:\/\/blogs.ncl.ac.uk\/hjameslouwerse2\/files\/2025\/06\/Alien_in_residence.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1190\" height=\"841\" src=\"https:\/\/blogs.ncl.ac.uk\/hjameslouwerse2\/files\/2025\/06\/Alien_in_residence.jpg\" alt=\"\" class=\"wp-image-6033\" style=\"object-fit:cover\" \/><\/a><\/figure><\/div>\n\n\n<p><em><strong>Page from Alien in Residence &#8211; <a href=\"https:\/\/blogs.ncl.ac.uk\/hjameslouwerse2\/2024\/12\/11\/ohd_rpt_0035\/\" data-type=\"post\" data-id=\"4285\">OHD_RPT_0035<\/a> <\/strong><\/em><\/p>\n<\/div>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-light-gray-background-color has-background is-vertical is-layout-flex wp-container-core-group-is-layout-9 wp-block-group-is-layout-flex\">\n<p class=\"has-light-gray-background-color has-background\"><em><mark style=\"background-color:#e6e6e6\" class=\"has-inline-color has-medium-gray-color\">wp. 006<\/mark><\/em> This move from shelves to servers is a form of adaptive maintenance. Adaptive maintenance is a basic form of maintenance found in software engineering alongside corrective, perfective and preventive maintenance.<sup data-fn=\"ad6c2ee7-c45b-455b-9b30-18d8ddad97ae\" class=\"fn\"><a href=\"#ad6c2ee7-c45b-455b-9b30-18d8ddad97ae\" id=\"ad6c2ee7-c45b-455b-9b30-18d8ddad97ae-link\">8<\/a><\/sup> These are mainly used within the field of software engineering, but I have found the idea of adaptive maintenance a helpful term within the context of this wicked problem. Adaptive maintenance means adapting a structure to make it fit an environment which has changed.<sup data-fn=\"63f0dfc0-489b-4ded-a4ac-db6fe5c17ea1\" class=\"fn\"><a href=\"#63f0dfc0-489b-4ded-a4ac-db6fe5c17ea1\" id=\"63f0dfc0-489b-4ded-a4ac-db6fe5c17ea1-link\">9<\/a><\/sup> The move from shelves to server within the context of oral history archives and repositories is adaptive maintenance because it is adapting to meet the new public expectation of access &#8211; &#8216;I just want to click on it to listen.&#8217; The most common form of adaptive maintenance is the digitisation of oral histories.&nbsp;<\/p>\n\n\n\n<p class=\"has-light-gray-background-color has-background\"><em><mark style=\"background-color:#e6e6e6\" class=\"has-inline-color has-medium-gray-color\">wp. 007 <\/mark><\/em>The digitisation of oral history consists of making a digital copy of analogue recordings. My audit of National Trust recordings which had not yet been catalogued by the British Library demonstrated that digitisation is not a one-time activity.<sup data-fn=\"fd01654a-b925-4b44-8587-018eb52d62da\" class=\"fn\"><a href=\"#fd01654a-b925-4b44-8587-018eb52d62da\" id=\"fd01654a-b925-4b44-8587-018eb52d62da-link\">10<\/a><\/sup> The audit revealed a wide array of formats including CDs, cassettes, MiniDiscs, and an unknown digital file type, which might have to be converted in order to be accessed. Sadly, the large digitisation project at the British Library, Unlocking our Sound History or UOSH,<em> <\/em>had just finished,<sup data-fn=\"2c9265d3-e760-48ef-ab6d-712d6129518b\" class=\"fn\"><a href=\"#2c9265d3-e760-48ef-ab6d-712d6129518b\" id=\"2c9265d3-e760-48ef-ab6d-712d6129518b-link\">11<\/a><\/sup>&nbsp;and so much of the resources needed to digitise were no longer easily available.<\/p>\n<\/div>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-file aligncenter\"><a id=\"wp-block-file--media-563dae07-cde2-4b1f-bd91-ed57922e7f0d\" href=\"https:\/\/blogs.ncl.ac.uk\/hjameslouwerse2\/files\/2025\/03\/OHD_WRT_0276.docx\"><strong><em>C1168 uncatalogued items &#8211; OHD_WRT_0276<\/em><\/strong><\/a><a href=\"https:\/\/blogs.ncl.ac.uk\/hjameslouwerse2\/files\/2025\/03\/OHD_WRT_0276.docx\" class=\"wp-block-file__button wp-element-button\" download aria-describedby=\"wp-block-file--media-563dae07-cde2-4b1f-bd91-ed57922e7f0d\">Download<\/a><\/div>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group is-vertical is-content-justification-center is-layout-flex wp-container-core-group-is-layout-10 wp-block-group-is-layout-flex\">\n<figure class=\"wp-block-video\"><video controls src=\"https:\/\/blogs.ncl.ac.uk\/hjameslouwerse2\/files\/2025\/06\/Screen-Recording-2024-12-11-at-10.39.07.mov\"><\/video><\/figure>\n\n\n\n<p><em><strong>Screenrecording of C1168 Audit 2023 (non-catalogued items) &#8211; OHD_COL_0262<\/strong><\/em><\/p>\n<\/div>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group has-light-gray-background-color has-background is-vertical is-layout-flex wp-container-core-group-is-layout-11 wp-block-group-is-layout-flex\">\n<p class=\"has-light-gray-background-color has-background\"><em><mark style=\"background-color:#e6e6e6\" class=\"has-inline-color has-medium-gray-color\">wp. 008<\/mark><\/em> Alongside the digitisation of analogue recordings and associated data, adaptive maintenance within oral history archives and repositories, as I have previously discussed, involves moving from shelves to servers. The entire structure surrounding the material, the catalogue, and the storage location, must become digital, leaving carbon paper and index cards behind. Rob Perks writes about how he experienced this during his time at National Life Stories, the oral history charity that is situated within the British Library. He notes a &#8216;painful and protracted&#8217; move from analogue to digital at the British Library, including the acquisition of a digital management system, the development of a new accessioning system, and the training required to ensure staff gained sufficient skills and knowledge to implement the new digital content correctly.<sup data-fn=\"12dda7a1-6f3c-46a9-a566-8be31d02eb8b\" class=\"fn\"><a href=\"#12dda7a1-6f3c-46a9-a566-8be31d02eb8b\" id=\"12dda7a1-6f3c-46a9-a566-8be31d02eb8b-link\">12<\/a><\/sup><\/p>\n\n\n\n<p class=\"has-light-gray-background-color has-background\"><em><mark style=\"background-color:#e6e6e6\" class=\"has-inline-color has-medium-gray-color\">wp. 009<\/mark><\/em> Adaptive maintenance does not remove the existence of analogue material or systems. Digitisation rarely replaces analogue systems completely and the rate of adoption will differ radically between institutions and organisations. This can be referred to as the \u2018digital divide.\u2019 In the early 2000s, the digital divide primarily referred to the access to hardware, software, and the internet. More recently it has been extended to encompass people\u2019s digital skills, so their ability to use technology, the frequency they use it, and how much it is integrated into their lives.<sup data-fn=\"4b9d921f-eeda-42a4-a313-3855619572f3\" class=\"fn\"><a href=\"#4b9d921f-eeda-42a4-a313-3855619572f3\" id=\"4b9d921f-eeda-42a4-a313-3855619572f3-link\">13<\/a><\/sup><\/p>\n<\/div>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group is-vertical is-content-justification-center is-layout-flex has-medium-gray-color\">wp. 010<\/mark><\/em> This uneven adoption of digital systems often leads to hybrid systems, consisting of analogue and digital components, as I saw in the office of National Life Stories.<sup data-fn=\"c1d5b864-c81a-4806-aa5a-a160284dd70c\" class=\"fn\"><a href=\"#c1d5b864-c81a-4806-aa5a-a160284dd70c\" id=\"c1d5b864-c81a-4806-aa5a-a160284dd70c-link\">14<\/a><\/sup> Nor does this adaptive maintenance eradicate issues experienced with analogue material such as &#8216;folios [that have] fallen behind books stack.&#8217;<sup data-fn=\"a5826209-8807-45a3-b71b-eb203821ae16\" class=\"fn\"><a href=\"#a5826209-8807-45a3-b71b-eb203821ae16\" id=\"a5826209-8807-45a3-b71b-eb203821ae16-link\">15<\/a><\/sup> This follows a basic rule of invention and development: &#8216;To invent the sailing ship or steamer is to invent the shipwreck.&#8217;<sup data-fn=\"0d385442-51ec-45d7-a3cf-b9a3078c3ed3\" class=\"fn\"><a href=\"#0d385442-51ec-45d7-a3cf-b9a3078c3ed3\" id=\"0d385442-51ec-45d7-a3cf-b9a3078c3ed3-link\">16<\/a><\/sup> Therefore, after digitisation archivists have to deal with dropped analogue folios and the digital equivalent &#8211; dead links.<sup data-fn=\"2d99b945-525e-4a49-9c88-4f086ac1f057\" class=\"fn\"><a href=\"#2d99b945-525e-4a49-9c88-4f086ac1f057\" In addition, we also need to consider how this change in expectations has not only influenced the systems which create access, but also the feelings we have around access. As Almut Leh writes, &#8216;the digital representation of original documents has considerably promoted their dissemination and thus their visibility.&#8217; This results in them being more easily accessible and capable of being ingested and interpreted by machines on a mass scale.<sup data-fn=\"d29f31df-6a02-4bd6-9991-77e5e999337d\" class=\"fn\"><a href=\"#d29f31df-6a02-4bd6-9991-77e5e999337d\" id=\"d29f31df-6a02-4bd6-9991-77e5e999337d-link\">23<\/a><\/sup> Outside of oral history, this increase in access has had significant consequences on the ethics, laws, and guidelines which surround data management, which in turn have affected how oral histories can be accessed.<\/p>\n\n\n\n<p class=\"has-light-gray-background-color has-background\"><em><mark style=\"background-color:#e6e6e6\" class=\"has-inline-color has-medium-gray-color\">wp. 014<\/mark><\/em> However, these laws were not explicitly made for oral histories and so how they should be applied can be confusing. Those who maintain the access to oral histories now also need to rethink how they classify and handle material. In the case of oral history, a recording becomes an orphan work when the speaker was born 120 years ago (some organisations, like the British Library, the cut-off point is 100 years instead of 120.) The general advice I started giving people when asked about data protection, was to adopt a continuous awareness of the legislation around data. This is not particularly linked to the rise of the internet, as moral outrage and the management of morally dubious or harmful content predates the digital world. However, the ease of, and scale of, access through the internet has led to public concerns that focus on children or vulnerable adults discovering upsetting, inappropriate or &#8216;triggering&#8217; material. These are however in short supply.<\/p>\n\n\n\n<pre class=\"wp-block-verse\">Between indulging in delicious food and gandering around the stunning campus of the National Centre of Biological Sciences (NCBS), I sit at a hot desk in the basement where the Archives at NCBS is housed. The term \u2018basement\u2019 is slightly misleading as the sun shines through windows which face a sunken outdoor amphitheatre, where I can watch paradise birds flirt with each other in the trees. When not distracted by birds or food, my attention might be drawn away from my work by one of the eleven other people working in the Archive. It is the loudest archive I have ever been in, even when I discount the constant humming of the air conditioning. It is also the most welcoming workplace I have ever worked in. The Archives at NCBS is a hub of multidisciplinary folk, all coming together to build this archive, which is still very much in its infancy, celebrating its fourth birthday on this month. As I wrote in a blog post in my first month there, &#8216;a lot of the work is focussed on growing the archive, with some team members creating a digital catalogue, others expanding the collection, and many involved in developing the various workflows necessary to keep an archive running.&#8217;<sup data-fn=\"33de663f-37e6-498c-b5c0-7c9711990abd\" class=\"fn\"><a href=\"#33de663f-37e6-498c-b5c0-7c9711990abd\" id=\"33de663f-37e6-498c-b5c0-7c9711990abd-link\">41<\/a><\/sup> Although I spent most of my time at Archives at NCBS developing their takedown policy and their sensitivity checks, I also observed the work environment and practices. I was asked to facilitate their annual staff away-day, which provided an opportunity to understand the Archives&#8217; work culture. The larger questions to be explored during the away-day were:<\/p>\n\n\n\n<ul class=\"wp-block-list has-light-gray-background-color has-background\">\n<li>What is the collection policy?<\/li>\n\n\n\n<li>Are we going to be a resource centre?<\/li>\n\n\n\n<li>Are we going to be a consultancy centre?<\/li>\n\n\n\n<li>(The team structure)<\/li>\n<\/ul>\n\n\n\n<p class=\"has-light-gray-background-color has-background\"><em><mark style=\"background-color:#e6e6e6\" class=\"has-inline-color has-medium-gray-color\">wp. 034<\/mark><\/em> During the day the staff brainstormed around the four activities of the archive: collect, educate, research, and engage. The Hall, like Archives at NCBS, is a functioning heritage site and so there are other activities to do besides managing the collection and acquiring new material. Fitting all the activities that make up this work into one workday is not an easy feat. So, if an activity is not valued or does not contribute as a funding output, then it is easier to sideline the task in favour of something more profitable.<\/p>\n\n\n\n<pre class=\"wp-block-verse\"><mark style=\"background-color:#fff;color:#172a3a\" class=\"has-inline-color\">Chasing funding<br><br>We went to three different heritage sites of varying status and every single one of them mentioned funding many, many, many times.<br><br><strong><a href=\"https:\/\/hannahjameslouwerse.com\/2022\/04\/leaching-off-public-history-ma-trips\/\" data-type=\"post\" data-id=\"2283\">OHD_BLG_0045<\/a> leaching off public history ma trips<\/strong><\/mark><\/pre>\n\n\n\n<div class=\"wp-block-group has-light-gray-background-color has-background is-vertical is-layout-flex wp-container-core-group-is-layout-51 wp-block-group-is-layout-flex\">\n<p class=\"has-light-gray-background-color has-background\"><em><mark style=\"background-color:#e6e6e6\" class=\"has-inline-color has-medium-gray-color\">wp. 037 <\/mark><\/em>Every archive, heritage or other public history organisation will have different funding sources. In the UK, the largest funding body is the National Lottery Heritage Fund (NLHF). The former BALTIC archivist who I interviewed mentioned they had had to wait for funding before they could update their system, which eventually came from NLHF.<sup data-fn=\"864043ee-58b4-48e4-98b2-2703756ff19c\" class=\"fn\"><a href=\"#864043ee-58b4-48e4-98b2-2703756ff19c\" id=\"864043ee-58b4-48e4-98b2-2703756ff19c-link\">46<\/a><\/sup> Seaton Delaval Hall received funding from the NLHF for The Curtain Rises project, which contained a collaboration with Northumbria University called Rising Stars.<sup data-fn=\"3124dbc9-f176-4926-a54f-7e1318921bdf\" class=\"fn\"><a href=\"#3124dbc9-f176-4926-a54f-7e1318921bdf\" id=\"3124dbc9-f176-4926-a54f-7e1318921bdf-link\">47<\/a><\/sup><\/p>\n\n\n\n<p class=\"has-light-gray-background-color has-background\"><em><mark style=\"background-color:#e6e6e6\" class=\"has-inline-color has-medium-gray-color\">wp. 038<\/mark><\/em> The NLHF prefers particular types of projects, as reflected in their grant guidelines and funding decisions.<sup data-fn=\"88c19a0e-cb82-4e53-a4cc-8d05e7971444\" class=\"fn\"><a href=\"#88c19a0e-cb82-4e53-a4cc-8d05e7971444\" id=\"88c19a0e-cb82-4e53-a4cc-8d05e7971444-link\">48<\/a><\/sup> In a screen recording I used during a talk, I searched the NLHF website for projects that were undertaking &#8216;development,&#8217; &#8216;restoration,&#8217; or &#8216;maintenance.&#8217;<sup data-fn=\"8c1cd04a-bc45-4b06-9b2c-3d6cfb9264b0\" class=\"fn\"><a href=\"#8c1cd04a-bc45-4b06-9b2c-3d6cfb9264b0\" id=\"8c1cd04a-bc45-4b06-9b2c-3d6cfb9264b0-link\">49<\/a><\/sup> The search revealed a focus on development and restoration, the latter of which is only necessary when maintenance fails.&nbsp;In&nbsp;<em>How Buildings Learn<\/em>&nbsp;Stewart Brand quotes John Ruskin, &#8216;Take proper care of your monuments, and you will not need to restore them. The British Library received funding for Unlocking our Sound Heritage, which was also partially funded by the NLHF.<sup data-fn=\"3ced9c60-60a1-4182-ab6d-11bab7634566\" class=\"fn\"><a href=\"#3ced9c60-60a1-4182-ab6d-11bab7634566\" id=\"3ced9c60-60a1-4182-ab6d-11bab7634566-link\">52<\/a><\/sup> Archives at NCBS received a grant for Arcadia, a family charitable foundation, &#8216;to collect, preserve and make available online endangered cultural artefacts.&#8217;<sup data-fn=\"7263e7e9-283d-4d4f-a749-3a9547e1a587\" class=\"fn\"><a href=\"#7263e7e9-283d-4d4f-a749-3a9547e1a587\" id=\"7263e7e9-283d-4d4f-a749-3a9547e1a587-link\">53<\/a><\/sup> Digitisation is a rare measurable form of maintenance.
